The second issue of the Real Estate Cadastre Magazine will be released in May 2010.
The establishment of the cadastre surveying institution is the priority task of 2010, set by the Ministry for Economic Development of the Russian Federation at the All-Russian Meeting of the Federal Service for State Registration, Cadastre and Cartography at 2009 year-end. This statement set the tone for the May issue of the Real Estate Cadastre Magazine.
The heading Topic of the Hour represents the article Rosreester: Reorganization Continues. The report on the results of the All-Russian Meeting of the Federal Service for State Registration, Cadastre and Cartography at 2009 year-end . The state authorities, who spoke at the meeting, - the Minister of Economic Development of the Russian Federation Nabiullina E.S., the Deputy Minister of Economic Development of the Russian Federation Malynov I.E., the head of Rosreester (the Federal Service for State Registration, Cadastre and Cartography) Vasiliev S.V. stressed that 2010 is the year closing the transition period, when the cadastre surveying works in respect of parcels may be executed by land surveyors. As of January 1st 2011 the land cadastre surveying activity will be executed solely by cadastral surveyors. Taking into account the considerable role for cadastral surveyors in the registration of title in real property by individuals and organizations, the establishment of the cadastre surveying institution should become the priority task in the current year. The article outlines the measures taken in this respect by the Ministry for Economic Development of the RF, the Federal Service for State Registration, Cadastre and Cartography and its territorial departments.
The Federal Law introduces the decrees of the Ministry for Economic Development of the RF:
1) No. 23, d.d. January 22nd 2010 On approval of the provision on the structure, the procedures of work of the qualification commission for certification of cadastral surveyors against job specifications, on the procedures of certification exams, and the list of documents to be presented together with the application for cadastral surveyor certification ;
2) No. 83, d.d. March 3rd 2010 On establishment of the layout and the order of issue of the cadastral surveyor certificate;
3) No. 99, d.d. March 15th 2010 On approval of the cadastral surveyor certification program ;
and some other letter of the Ministry for Economic Development of the RF and the Rosreester issued within 2009, that we didn’t’ publish earlier.
The Education and Career is dedicated to the preparation for the cadastral surveyor certification tests. Here again we publish another 100 questions for self-directed testing , this time about the Constitution of the RF and the Civil Code of the RF, put into effect by the Federal Law No. 51-FZ d.d. November 30th 1994 (as amended). The table with right answers to follow.
In addition we publish the Comments to the topic regarding the Surveying using 1995 Coordinate System User Manual (SK-95), prepared by Kaftan V.I., the Head of Satellite Geodesy and Geodynamics Laboratory of the Central Research Institute of Geodesy, Air Survey and Cartography, and the member of the Real Estate Cadastre Magazine Editorial Board.
The Cadastral Engineers NP column highlights the business visit paid by the Italian surveyors to Russia, - ‘ Cadastral Surveyors of Russia and Italy Exchanging Experience’ . This return visit was made after the CLGE General Assembly, when the Organization of Cadastral Surveyors’ Activities Non-commercial Partnership was introduced and became the member of CLGE - the organization teaming up self-regulating cadastre surveying companies throughout Europe. The column outlines the visit goals and prospects for mutual cooperation between cadastre surveying professionals both in Italy and Russia. Further on as usual the column introduces the reports on the coordination meetings carried out by Cadastral Engineers NP Divisions in Vladimirskiy, Tumenskiy and Irkutsky Regions.
The Activity Portfolio heading represents the following articles:
- Moscow Geodesy and Cartography Administration eliminates its activity as of May 2010 in the following sub-federal units: Vladmirsky, Tulsky, Yaroslavsky and Ryazansky Regions, and as of June 2010 in Ivanovsky, Kaluzhsky, Moscow, Tverskoy, Kostromskoy, Orlovsky and Smolensky Regions. - Economic and legal principles of regional land relations development in the agricultural sector of the Russian Federation by Nikonova A.A., the leading research associate of the All-Russian Institute of Problems in Agriculture and Information Science, the professor associate of the State University of Land Surveying, Ph.D.
Topic for Discussion represents Antonov A.A., the head of Cadastral Engineers NP Vladimirsky Region Division and his article Parceling-out of land according to land shares: legal propositions and law enforcement practice of the Constitutional Court of the RF , here he considers the specifics of the land parceling-out process.

In this issue the Sharing Experience column introduces the Republic of Bashkortostan (hereinafter referred to as RB). Shelyakov I.M, the Director of the Federal State Administration (Land Cadastre Chamber) of RB and Davletberdina S.V., Ph.D. and the grandaunt, the Deputy Head of the Information Processing Department of the Land Cadastre Chamber of RB share news about the process of Organization of Spatial Data Infrastructure in the Real Estate Cadastre of the Republic of Bashkortostan.
Job Safety heading continues with the article By instinct or by law? by Mariychenko V.A., our regular reader and the Director of ANO Training and Consulting Center LIKEY, the Candidate of Military Sciences.
